Siri AI’s Three Hardware Tiers Are the Real Story of Ternus’s First Week

iOS 27 carves the iPhone base into three practical Siri tiers - and that split will shape how people experience Apple Intelligence for years.

CUPERTINO, Calif. - The loudest headline of Apple’s first software week under chief executive John Ternus is that Siri AI finally shipped. The quieter, more lasting fact is that iOS 27 carves the iPhone base into three practical tiers - and that split will shape how readers experience “Apple Intelligence” for years.

On the bottom tier, older phones that can install iOS 27 still get the operating system without the rebuilt assistant. In the middle, iPhone 15 Pro-class devices and later unlock a baseline Siri AI experience. At the top, newer silicon Apple lists for its most advanced on-device foundation model - including configurations tied to the latest Pro and Air lines - gets the fullest on-device capabilities, from more expressive voices to higher-accuracy systemwide dictation, according to Apple’s Sept. 14 newsroom materials and device-support pages.

That is not a software footnote. Apple Intelligence, including Siri AI, already required an iPhone 15 Pro or newer when the company first drew the line. iOS 27 keeps that floor: iPhone 11 and later can install the operating system; only the Pro-class cut of the last three years gets the rebuilt assistant at all. What Ternus’s first software week adds is a third rung - a richer on-device model reserved for the newest chips, the ones Apple is selling this month.

The pictures in the commercial do not show the floor. They show a writing coach that sounds like a person, a summary that turns a paper into a paragraph, a stack of intelligence cards over recipes and notes. It is also the experience that depends on silicon Apple just started shipping, not on the phone that merely installed Monday’s update.

That is not a bug in the rollout; it is the product. On-device models need memory bandwidth and neural engines that older chips do not have. Saying so plainly is better than pretending every iPhone 11 owner just downloaded the same Siri. The risk for Ternus is political as much as technical: a premium AI that arrives first on the newest hardware will be read as a tax on upgrade cycles, especially with iPhone 18 Pro landing Friday and the Duo still weeks from sale.

Apple’s own framing leans on privacy, staged language expansion and daily usage limits on some server-backed features, with expanded limits “available for a fee in the future.” Those caveats matter. They also mean the day-one experience is already stratified - by chip, by region, and soon by wallet. If Ternus wants Siri AI to feel like a platform, not a Pro perk, the next software cycle has to narrow the middle tier, not only market the top one.
